Musk’s xAI Wins Regulatory Approval for 41-Turbine Plant Amid Southaven Backlash

In a move that has angered local residents, Mississippi regulators have approved Elon Musk’s request to run 41 permanent methane gas turbines. The MDEQ issued the permit on Tuesday, allowing xAI to expand its power generation capacity for the “Colossus” datacenter network in Southaven. This decision follows months of public protests and allegations of environmental law violations.
The turbines are designed to provide approximately 1.2 gigawatts of dedicated power for training xAI’s generative AI tool, Grok. This infrastructure is a key part of the $20 billion “Macrohardrr” project, which Musk says will be the most powerful AI system in existence. By building its own power source, xAI can bypass the multi-year delays typical of utility-scale energy projects.
The NAACP and other advocacy groups have described the permit approval as an “unnecessary civic crisis.” Critics argue that the state’s decision to hold the final vote on primary election day was a deliberate tactic to silence community opposition. The NAACP has already filed a notice of intent to sue xAI over the use of 27 unpermitted turbines at the Southaven site.
Environmental health is the primary concern for the community, as the turbines emit hazardous chemicals like formaldehyde and nitrogen oxide. Residents of nearby neighborhoods have reported “excruciating” noise and declining air quality since the facility began temporary operations. Experts warn that the 41 turbines could make the facility one of the state’s largest sources of smog-forming pollution.
While the legal battle is expected to escalate, state leaders remain focused on the economic benefits of Musk’s “Digital Delta” vision. Governor Tate Reeves has praised the $20 billion investment as a record-breaking win for Mississippi’s economic development. For the families living near the facility, however, the primary concern is the potential for long-term health and environmental damage.
